South Carolina's primary was the first official nominating contest for Democrats, who – egged on by Biden – moved the state up in the primary schedule. But buoyed by Black voters – especially Black women – Biden earned nearly half of the primary vote in South Carolina in a five-way race, propelling him ultimately to the Democratic nomination. Despite the expected primary victory in South Carolina, Biden and Vice President Kamala Harris made a concerted effort to campaign there, visiting the Palmetto State the last two weekends. Harris also visited South Carolina three times since the beginning of the year, speaking at college campuses about student debt relief and abortion rights. In 2020, results began to come in soon after, and about 98 percent of votes had been reported by midnight. South Carolina does not have voter registration by party, but those who participate in the Democratic election may not vote in the Republican election on Feb. 24. Voter registration deadlines were in January. The primary is the first 2024 Democratic contest that will award delegates, a change to the calendar that has historically placed Iowa and New Hampshire first. Vice President Kamala Harris will travel to Columbia, S.C., on Friday to formally file President Biden’s paperwork to appear on the Democratic primary ballot in the state, according to two people familiar with her plans. Ms. Harris’s trip will punctuate the end of a tumultuous week for her and Mr. Biden. The Biden campaign had said its South Carolina paperwork would be filed by Representative James Clyburn, the South Carolina Democrat who helped resuscitate Mr. Biden’s 2020 campaign by endorsing him three days before his state’s primary. Mr. Biden repaid the favor by pushing the Democratic National Committee to put South Carolina at the front of the party’s presidential nominating calendar. Dean Phillips announced Thursday that he is running for president, kicking off a long-shot Democratic primary challenge to President Joe Biden. “I think President Biden has done a spectacular job for our country, but it’s not about the past. CNN —South Carolina Sen. Tim Scott on Monday will formally enter the Republican presidential primary as he seeks to upend a contest that has so far been dominated by coverage of former President Donald Trump and Florida Gov. The most prominent Black figure in the Republican Party, Scott will address supporters at his alma mater, Charleston Southern University, in his hometown of North Charleston. In 2010, he became the first Black Republican elected to the US House of Representatives from South Carolina in more than a century. Years later, after being appointed to his Senate seat (he won a special election to retain the seat), Scott made history as the first Black US Senator from his native South Carolina. “We know how dangerous Tea Party extremist Tim Scott is,” South Carolina Democratic Party chair Christale Spain said in a statement.
